Dream Hat and Dream Robe

Not sure if this is the place to post this. But can someone tell me how to get the Dream Hat and Dream Robe. I can't seem to find a place to tell me how to get it. I know that you can buy the hat by the NPC but is there a way to get it without having to buy it? And how do I upgrade both of them to +1? Thank you so much in advance.
