I got a rare/ex fish from fishing in selbina, its [*ttaguri-dhi] with the * being an unknown kanji to me. What quest is this for, any details?

you mean this ƒOƒŠ?[ƒfƒB ??? talk to Yaya, Jimaida and Oleg, then talk to Oswald (quest giver, around those sheep). Then talk to Jimaida again. after that, go to finish guild in selbina and talk to Zaldon. then trade the item to Oswald (should be). I could not finish this quest coz my fishing skill is 1... so, the details for the last part not very sure
