The Mandragora-Mad quest is good for Windurst/Kazham/Mhaura. example:

I always found the best way to do it is to turn in 20 stacks of Boyhada Moss to the guy for Only the Best. That will give you lvl 7 sandy, raboa, and bastok fame, as well as about lvl 5 jueno. Then go work on windy and norg. My Bastok mule who has never set foot outside Bastok (but took a trip to Rabao just to check her fame) did the Gourmet quest a bajillion times.
Bastok fame: level 8
Rabao fame: level 4+ (don't know exact number)
