Then to (I-5) and talk to Ensetsu

(BTW, probably need expansion to accept the quest)

Those 3 persons in bastok is just for getting the quest activated.

The quest itself involves getting a Coral item in Kokoroka Caves (from Zehrun Mines) and bring it back to Bastok. Thereafter you have to proceed to the pirate cove of Norg and pass it over to Ryoma.

how does someone who doesnt have access to a airship get to norg?

You can't. The only way is on foot from Kazham and you need the new airpass to get to Kazham.

ohhh then why does ur lvl have to be @30 to get the quest if u can't ride the airship @30??
