Not quite.
You need 3 keys:
Ghelsba Chest Key. Dropped by Orcish Fighter, Orcish Cursemaker, and Orcish Serjeant in Fort Ghelsba or Yughott Grotto (all 3 enemies exist in both zones).
Giddeus Chest Key. Dropped by Yagudo Votary, Yagudo Priest, and Yagudo Theologist in the back parts of Giddeus.
Palborough Chest Key. Dropped by Mine Scorpion, Scimitar Scorpion, Old Quadav, Brass Quadav, and Copper Quadav in Palborough Mines. Ideal place to hunt for this is near the zoneline to the Waughroon Shrine.

You don't need to talk to anyone to start the quest, but the NPC to talk to after you've acquired the keys is Guddal, the Galka NPC at the counter in the Kazham Airship Dock in Port Jeuno. He'll tell you which keys to acquire; just trade him the keys after talking to him and he'll give you the key item for Kazham Airship access.

Nope. You can get the keys before talking to him. They're just ordinary chest keys.

You'll definitely want some help. You "can" solo them, but it will be painfully slow and frustrating. A higher level player can destroy an entire roomful of these enemies and get you each key in half an hour or less, luck permitting.
