For the scroll of warp, how do u become a citizen in bastok to do the quest.

You don't need to be a bastok citizen to get this. I'm pretty sure you don't need a certain rank either. You just need fame level 2 in bastok.

you don't need to be citizen of bastok. However you need enough fame to recieve the quest.

As you see this quest require fame level 2. You get build up your fame by completing other quests around bastok.

but when i went to the guy he said that i had to be an alliance or citizen of bastok inorder to recieve missions

Are you sure that you are talking to the correct NPC? According to the link posted above, the quest is from Unlucky Rat in Bastok Metalworks, at G-7.

And do you have any fame?

Fame is not the same thing as rank.

Fame refers to how well people in a particular city or region know you. As you complete quests in each city, your Fame level slowly rises, and more citizens will offer you additional quests. In each city there is an NPC in the locan bar or tavern who will tell you how famous you are in that area.

Rank is your importance to the city you've sworn allegiance to. As you complete missions (not quests), your Rank will increase. Rank is tracked by the Rank meter in your Status panel in-game.

In the case of Warp, you need at least level 2 Fame in Bastok, which equates to (roughly) about 10 to 15 quests completed, depending on which quests you complete, and whether or not you've repeated any.
