Problems w/ Star Onoions #6

I'm having a hard time getting "Do Guardians dream of Toramarai?" quest, otherwise known as Star Onions #6. This is the one where you have to open a coffer in Toramarai for Joker's Card. I've spoken to Hanoi-Gomoi and all the Star Onion kids. I go to Haunted Mansion (House of Heros) in Windhurst Rock but I cannot get in or have Joker say anything to me.

Since I'm Bastokian, I read that I have to go to meet Joker. I have finished Star Onions #5. My fame is the highest. Why isn't the Joker appearing?

I want to make sure that I get a Joker's Card when I open a coffer and not some worthless gems. Is Joker's Card the first item you get when opening a coffer whether you have accpted the quest or not? Thanks.

My guide says that you have to check ghost house in wind wall after talk to hanoi-gomoi, but I'm not sure if that ghost house is hero house too. I completed that quest long ago, so i can't remember at all.
