Apparently you can remove the rare/ex stat on the rings with a wind crystal and lvl 0 goldsmithing. No one has any idea on the purpose of this although I have seen one theory that this is so you can use the new signature crystals to put your name on it to give to a friend like a friendship ring/relationship ring.
