I meet the requirements stated in the Quest section of this site but they wont offer.

I am lvl 18 and cannot do the quest for a Holy Staff, Helbort just won't offer it!

aslo I cant Do the Composite Eye Circlet from,forget the name Taru in his manor in Windurst walls. You need to give him a meteorite droped from a crawler. He didnt offer but my friend said just to trade it to him, but it didnt work.

Nor do I get offered the quest from Pagisalis in the Cathedral basement.

and finally I am also having trouble finding Ailbeche in North Sandoria (F-6) and Evesque in the cathedral.

There's a really good chance that you don't have the fame requirements to do those quests yet. I'd love to be able to jump ahead of the piddly little quests right to the "ones that count" (the ones I think have real "kick"). But you can't. Do some more quests, then go back to these people.

Yes, you lack fame. Unfortunately fame levels are not indicated quantitatively.
