The numbers were a bit confusing, and I was only skimming it over, but his results showed that you won't really hit the haste cap (or I believe he put it as a minimum delay cap) without the help of soul voice + double march.
In equipment, it's supposedly 25% for cap. Most jobs can't even exceed this easily other than ninja - with use of their JSE earring. (I believe MNK/DRG can hit 30% or 31% in gear, and as far as I can tell, they have the second highest amount of haste gear available.)
Of course, you can go higher than 25% just by using haste and/or march.

Well, Haste more than march as I'm WHM. Or is that something based on enhancing skill? I don't know if haste gets stronger as you level or not, honestly. I don't believe it does though.
