That means, if you strip off all of your gear, and you have 1000hp, the latent will trigger at 850 or more hp. If you put on +200hp in gear, the latent will still trigger at 850 or more hp.
However, food effects bump up the hp needed for the latent to be on. If you use +20hp food in the scenario showed, you'd need 870 or more hp to get the latent on.
Is 85% the exact percentage? It seems very close. For all intents and purposes, 85% is the number that counts. It supposedly can vary based on how much +hp gear you have on the "visible" pieces of gear (sword, shield, body, etc) vs the "invisible" pieces of gear (rings, earrings, back, waist, etc).
I personally couldn't verify that when I did my testing on this. And I have doubts that players want to memorize what hp the latent goes on/off, and swap in/out some other neck item at that point.

If you are looking for consumable that can make a huge impact at that level range, make juice in the battlefield (if possible).
If the puller knows how to operate with a PLD tank at that level, he/she should give the PLD at least a tick of /heal in between battles. Food that contains some +hMP, such as Black Curry, Rice Dumpling, etc, has advantage in this case.
If the mob is strong and the party has problem defeat before MP/resource runs out, gear swap with MP+ gear (buffer at start of battle) or even MP+ food has its usage.  Server: Quetzalcoatl

Every now and then I'd eat meat mithkabobs instead, but a party that could support that didn't happen very often. Mostly in the jungles.
