There's been a clear decline in Bush's mental health/abilities. Even as little as 4 years ago, he was relatively articulate and clear (relative to his present state) when he went toe to toe with Al Gore.

The people that would continue to support a president in this kind of mental state are likely the same people that would vote for a puddle of mud in a suit if it were the republican candidate.
