What Did I Do Wrong???

I tried to unlock the nin quest as a level 30rdm but was not given it. The only thing I get from the npc's are "don't bother me" or "go away". I even tried to fight the leeches in the Kar tunnels but no "named" leeches were there(I know I was in the right spot because I found the ???). Any pointers as to what I did wrong. I don't have the names of the npc's that I tried to talk to but 2 were in a house in port bastok by the gate, and 1 was in 1 of the warehouses(i forgot which 1-I have the quest printed out at home). The only npc of the 3 that didn't tell me to "get lost" was the kid in the house, but he didn't give me anything useful to use. Do I have to talk to the "kid" in the house more than once before I talk to the other npc's or not?( I thought it may be like the sum quest where u have to get the ruby before talking to the npc but as I said up above when I got to the right spot the leeches were not there) Again, any pointers would be appriciated.
