Actually, let me clarify it, since it is worded in a stupid way:
An issue has been resolved where player one would cast the black magic "Retrace" on another PC who did have "Wings of the Goddess" installed would not have any effect if player one did not have the expansion "Wings of the Goddess" installed.

Yeah, that was what I got out of it after reading it a few more times and hitting myself in the head with a brick.

hey umm im new to this whole site in stuff but are they gonna increase the friggin lvl cap from 75 to like 100 or somthin cause when i get to 75 i wanna keep goin

The level cap is 75 and if they changed that it would wreck the balance of the entire game because subjobs would give main jobs too much versatility as opposed the the versatility they give now, which allows jobs to still be flexible while remaining fairly unique as well.

Additionally, the merit system begins at level 75, allowing you to improve and customize your character at that level, so extending the cap would defeat the purpose of such a system.

I guess that explains it but, we dont have many meritable abilities for one job though each merit point is 11000 xp you'll get bored sooner or later

The same way everyone else did/does. Farming, NMs, crafting, BCNMs, dynamis, HELM, Gardening, etc etc etc

but it makes it so hard for new players all my stuff is hand me downs from people i met who helped me.

All the people who have money now were once new players. And they managed. So it's not impossible.
