At the expense of sounding ignorant, why does the PS2 take so much longer to download a smaller file at the same speed as either PC or 360?

The download time is almost certainly wrong. They probably just forgot to change it after copy-pasting from a template or previous download or something. It's not the first time that's happened with these.
