Since halloween is my most favoritest holiday all year I can't wait to participate in the events. I likve the costumes and the screenshots I take when wearing them. heh, Maybe they'll give us a new event song this year, something horribly scary,.

do any of these things require a certain Fame/Rank etc? like the spirits in the town or trading "sweets" to certain NPC's?

Nope, its open to all characters.
Though they often require working with other players and sometimes involve going to all three starter cities, so its not always something easily done on a mule.

Ok cool thanks i'm pretty sure i can get to all the cities ive been to bastok and i know somewhat the route to Sandy

I don't know if this will help anyone but in sandy, to get the Pitchfork we used the combo wolf and shadow, to turn into a wolf trade to the regional npc dressed as a shadow near the fountain in North sandy. (Antonian or something) To turn into a Shadow trade to the Trick Phantom. You must have one person dressed as each in your party and then go to the bomb lanterns near the guilds in north sandy where the 2nd witch runs around.

I haven't done it yet but I heard that to get Pitchfork +1 you do the same in another nation with the NQ equipped.

Bastok combo is Ghost + Wolf, Trick Ghost gives you the wolf and Trick Specter gives you teh ghost.
