If you have to purchase a new Content ID, it costs you a dollar. If you don't, it doesn't.

If you have a character that you choose to delete and then place a new character in that slot, it will cost you nothing extra.

Just to back up with Aksannyi said, when you delete your character you basically have an unused content ID you're still be charged a monthly fee for. Whether it has a character or not using it seems to be irrelevant.

The only difference is that unless you have 2 content ID's the character you delete you loose everything so your new character you have to start from scratch. you could create a new content ID for a $1 for one month create a new character on teh same game world then transfer all the gil and weapons to it via the AH transport people (8 items at a time, may take 30 minutes if you have all slots filled) then delete your old character and cancel that one content ID. Means your new character has a bit of studd to start with and you not have to buy in game.
