Well, I'm planning on taking on this NM...well until I get my Bravo's Subligar, which will probably be awhile. Does anyone have any other information on this NM? I'd like to have a fair chance at grabbing this NM, because I really want to have a Bravo's Subligar for part of my THF's DD equips.

Sometimes it's not very noticeable, but when there's foggy weather, it does get foggier. I've camped this NM a lot and it does usually look like it's foggy a lot, which is misleading, but it does get thicker when it is actual fog weather.
Also, it helps to know that even after the weather icon disappears there are still some of the weather effects. Fog cannot appear while there is weather or if the weather effects are still there.
What I did was sub rng and check widescan whenever I thought it was foggy, helped find which spawn point Odqan was at as well.
EDIT: That first quote from wiki is wrong. Well if there's a weather effect, there would be an icon above the compass on the left hand side of the screen. It only occurs during certain hours as well, I believe early morning, like 7:00 to 9:00? So if there is no weather icon (water, thunder, wind et cetera) and it's between the correct hours, then it's foggy weather. And you'll also note the clusters spawning.
In regards to the NM, I don't know much about it sadly. Good luck hunting it down. I hate waiting for foggy weather, you have less than 5 minutes of foggy weather each Vanadiel day and only in the absecne of other weather. Forgot about that, thanks. From my experience the earliest fog can appear is 1:00 and the latest was about 6:30. Fog will always disappear at or around 7:00.
Also, so you don't have to learn this the hard way like I did: Never use Hide or any ability that makes you lose hate while fighting him. Yea, I've been having bad luck this morning...I've seen him pop twice yesterday, but wasn't able to get claim cause I didn't have /rng on. :x And yea, this morning, I had...Dark weather -> Lightning Storm -> Wind -> Lightning again...all during the time when fog would've happened. =/ I won't give up yet though. :D
