Rasetsu gear latent triggered how?

This is the mnk/sam/nin gear w/ latent counter+1. I'm assuming the latent is unlocked when your hp enters yellow. Insights anyone?

Correct. NQ Rasetsu has a Latent effect: "Counter" +1 that is triggered when you enter yellow HP. HQ Rasetsu has "Counter" +1 fulltime.
