San d'Oria Mission 2-3 "Journey Abroad"
For whatever reason, I can't get this mission to activate, one walkthrough says to talk to Halver; the only thing he gave me was the "Fit for a prince" quest, and another walkthrough says to talk to a guard outside to get the mission, but after talking to nearly everyone in the courtyard it has not been activated.

Do I need a party with me for it to work?

Do you have enough Rank Points? Try trading crystals to the Gate Guard to build up rank points, or repeat the available missions, even though you've done them already.

I've done all the missions I can...including Mission 2-2 (The Davoi Report)

And yeah, I've maxed out on giving them crystals, so my Rank is all the way up to 3 without actually being Rank 3.

Sorry guys, I ended up figuring it out, the strat guide I was reading gave me the impression that you were supposed to talk to someone in the court yard (which I was doing), when in fact you just go to the gate guards that you used to go to for the early level missions, to activate it before talking to Halver.
