My wife is Rank 6 and she got it when her highest job was 34 or so. 5-1 is a 50 cap mission, but I know a ton of people who have done it before 50.
I don't think there is a level requirement on any of the city missions.

You know it's kind of funny you're mentioning parties and low level rankers getting the shaft.
Me, my girl, and our friends, (another couple) are in a Static (pld rdm whm thf) and when I look for the fillers in our pt. We no longer invite Rank 6'ers and up. Particularly Rank 10. Not all, but most have in our experience been Mr/Mrs Know-it-all, my way or the highway, telling me how to do my job just because they have 'A' lvl 75 job.

Hmmm, when I tried to get the rank 5 mission I got told to continue working on my experience until I'm needed (or something like that) by the mission npc. I had a full rank bar from crystals and as soon as I changed my job to one over 30 I got the mission.
Same with mission 5-2. I had a full rank bar, tried to get the mission on my whm (37) got told to come back when I was stronger. Can you give me example for the "more" interesting quest? If you can't spare 30 minutes to do rank 5 how could you spare time to farm and make 700k for the airship pass? That just doesn't make any sense.
And yes rank still mean something.
When you /sea for PT members, what do you see?
Names, levels, jobs, ranks, comments, that's all.
So hell yes for a total stranger I know nothing about, I DO look at rank when I pick my PT members.
High rank =/= good players.
But you can't deny that, there's nothing else to help you decide when you pick your members.
If I get invite from anyone above level 40 and still rank 2, I ignore. Sorry. Because I believe that's either a) ignorant player who doesn't even care to do mission or b) gilsellers on the grind.
Rank 5 I can understand, 5-1 is harder to get help. But rank 2, bleh. There are painters who transform the sun into a yellow spot,
but there are others who with the help of their art and their intelligence
transform a yellow spot into the sun.

Alla's minimum level listing is the recommended minimum level to complete the quest.

Like I said before, my wife is Rank 6. Her highest job is 40. She got Rank 6 back when her highest job was around 34. Some of my ls mates we're doing a Shadowlord fight and told her to come along.

I helped get a friend's level 3 mule get rank 5, so there is no level requirement for that, also know a level 5, rank 7 person so... there is no level limit.
