Where's Cleades and Malduc

I'm in Bastok and Cleades and Malduc are gate guards that I can't seem to find to complete the third mission, the qudav fetichism. Can anyone help find these two? Thanks!

It doesn't have to be specifically Cleades or Malduc that you turn the pieces in to. It's any Bastok gate guard. There's one by each exit into Gustaberg, and one by the President's Office in the Metalworks.
