Have a few questions about Windurst Mission 2-3, The Three Kingdoms

Ok I have received varied information from many different sources, so i was hoping someone here could clear up a few questions I have.

I have already travelled to sandoria, talked to consul in sandy, talked to guy in the Chateau in Sandy. Killed the Orc chief as asked, went back to consul in Sandy and was appointed "Adventurer" or whatever.

At this point I have NOT completed the Bastok part of the quest, so can I go ahead and enter the burning circle to fight the dragon in Ghelsba? Or do have to complete the bastok portion first?

Also when all this is done what do I do, I assume I return to windy, but what are the specifics.

For Mission 6 (2-3), you choose which dragon you are going to fight by choosing the other city first. So, since you have defeated the warchief and reported back to the embassy, you must now travel to bastok and speak to the consulate there. You may then defeat the dragon in Palborough Mines, speak to the Batok consulate again, and return home to windurst to claim your gil and Rank 3.

Once you have rank 3, you may assist in any dragon battles that you wish. you may not fight any of the other 2 nation's dragons until you have achieved rank 3.
