Ok im from Win and killed the San dragon, now when i talk to the ppl in Win i wont get any cutscenes, then lovejuju said i maybe have to talk to the ppl in the embassy in San and then talk to the Win ppl again. So is that the way i should report it or not?

Yes, you have to talk to the people of the San embassy before you return to Win.
