/BLM: Good from Lv.1-75. The standard.
/SCH: Good from Lv.20-75. Best for a continuously fighting party, IMO.
/SMN: Good from Lv.50-75. Best for a "chain 5 then rest" party, IMO.
For certain situations, /RDM for Fast Cast is good to have. At higher levels, it's also useful when (an additional) Dispel is needed.
WHM is designed so that it can pretty much function in its role pretty much on any support job, but having /BLM, /SCH, /SMN, and /RDM should optimally cover most situations. Of those, /BLM is the most important support job for beginner WHMs--they won't have access to the extra jobs like SMN and SCH, and BLM is more than good enough for progressing to Lv.30 (or even 75).

Ifrit's advice is right on par. Also consider /nin when you get to the higher levels, but this is more for soloing than Gods and EXP.

For young nooblets like yourself, /blm is the norm and more than likely the best choice.
At much later levels (75), /nin is fun for WHM for dual-wielding clubs.

Going to have to contest that. Light Arts alone will save you more MP than Auto Refresh ever could.

If you're resting, then the Light Arts aren't saving anything. Which is why I wrote that a party with a chain 5 then stop pattern would benefit more from /SMN's Auto Refresh.
For low level players who don't yet have a Lv.30+ job, /SCH and /SMN are just not available--that's why /BLM wins (by default).
(I thought those two points would've been obvious... >_>; )

If your club/staff skill is up to par, /BST is not a bad sub (not ideal, but not a bad idea)

I really don't think /SMN offers anything tangible these days over /SCH. /SCH saves a chunk of MP every four minutes via Penury, on top of what's saved over Light Arts.
And really there's no reason to sub /BLM any more unless you need Elemental Seal. You can even Magic Burst as /SCH if you want, which has never been effective with /BLM (which is strange, but it does actually work).
For a new player though, I absolutely agree that /BLM is a perfectly functional and acceptable subjob at any level, and doesn't require the extra legwork and time spent to level Scholar.

BLM : Access to utility spells like Warp, Drain, Aspir, Sleep, Escape plus Elemental Seal.
RDM : Fast Cast, Phalanx, and En-spells.
SMN : Auto-Refresh when you get high enough, and a larger base MP pool. Also you have friends to help you out and handle aggro once in a while.
SCH : Penury and Light Arts. Pure win.
NIN : Dual-wield clubs, Utsusemi and Tonko.. great for soloing
DRK : Yes, I said WHM/DRK. It is a decent DD! Souleater or Last Resort with Hexa Strike anyone? And you get Drain, Aspir, Sleep and Stun.
WAR : Hey, it's a ghetto PLD. Pretty decent damage with a Staff too.

You're forgetting that SCH gets Drain and Aspir as well, and with Dark Arts active gives you a B rating for your main job's level (as reported by TM) thus allowing you to cast black magic more effectively than you would with /BLM (kinda weird isn't it?)

Also, /WAR is a better long-term DD than /DRK. Souleater Hexa Strike is a nice trick if you want to kill one thing quick I suppose, but for the other 5 minutes you don't have much going for you whereas /WAR has Berserk. And if you're talking solo for some reason, though Berserk wouldn't be wise, /WAR still offers Attack Bonus I, Defense Bonus I, and Double Attack.

/SCH also gives Drain and Aspir, not just /BLM -- and thanks to Dark Arts, /SCH is more useful for that purpose. Only /BLM will give you Warp and Escape, though, and it's the only socially-acceptable-for-parties sub that gives you Tractor. Sleep from /BLM is nice to have too, though later it's merely a supplement to Repose.
/RDM's party benefits are Fast Cast, Sleep, and eventually Dispel. Enspells, Phalanx, and such are only useful while soloing since they're self-only, and I wouldn't call it the best sub for WHM soloing by any means. Better to pick something that shores up your offensive weaknesses more (a shame the Enspells are so weak).
For /SMN, all I have to add is that Aerial Armor can be situationally useful -- though said situation, a lack of omnipresent /NIN, is rare nowadays.
As mentioned, /SCH not only has Fast Cast and Penury, but actually-usable Drain and Aspir. Pure win indeed. :)
The above are what I know to be useful in party situations. Subbing something front-line is something best saved for soloing. I can't think of anything to add to what the others have said about those subs. -- Pteryx

Something to remember though is you won't get access to Aspir with SCH subbed until level 72. That said, I've been using /sch of late because of access to not only Light Arts and Penury, but Celerity - half casting time - as well. Because you can start casting during the JA animation, it's very handy if you need to get a cure off yesterday.
/SCH will also make your Repose castings very effective, especially if you've had trouble keeping your Divine Magic skill capped.

Yesterday I did Promyvion-Holla as WHM. Stupidly, I went /SCH thinking I would only be doing one and didn't need to Warp more than once. Nope! /BLM is pretty crucial on missions or any time you Teleport your party somewhere.
Most deaths I've witnessed at mid-high levels occur in inconvenient places where having multiple Tractor in the party is helpful (I've personally eaten homepoint 4 times on BLM due to WHM/SMN.)
WHM isn't usually the best person to be casting Escape, but sometimes it's a tool of convenience rather than a way to bail on a fight that's gone south.
