Another /BST Question

Many of the forums I have seen people mention that a player does not get the Call beast skill at (46) when they sub BST.

Do they mean the skill is not avaliable? Or is there no bait usable by classes other than BST? or is pet at half level like Summoner? Sorry if this was is in another thread, didn't see it among the stickies.

You can't use the ability without a jug of some sort equipped, and jugs can only be equipped by BST. So the skill is available in the list when BST is subbed, you just can't ever use it.
