Can't get mini tuning fork to warp me

I'm trying to do my SMN AF1, I got the improved tuning fork, but when I trade the mini tuning fork of earth to the npc in Bastok, nothing happens. Do I have to walk to the crystal?

You may have to walk to the crystal. The quest doesn't mention warping.

I've never done (or helped on) SMN AF1, but you can find some information here (http://wiki.ffxiclopedia.org/The_Puppet_Master).

If you've done the mini avatar battles before, then you will not be able to warp there. You'd have to walk there. Others usually try to do the Prime fights so they can still use the mini forks to warp there.
