End of the line - you need a credit card/debit card. Whatever I say doesn't make it different. You asked if you could pay by Paypal, I gave you the brief answer which says all that needs to.

Well, if he wants to get tech, with it, you CAN pay by paypal, with the new paypal beta credit card, but you have to be 18 to get it, and with a reply like that, I highly doubt he's 18.
