I want to be an Elvaan MNK, But I don't want to start in San D'oria I want to start in Bastok...
Which brings me to my question if I start in Bastok will I still get a starter ring that boosts stats?
Or will I start without since I'd be outside the country of my origin.

The simple answer is: yes, start outside your home nation, you won't get the starter ring. No exceptions.

If you really want to be an Elvaan Monk from Bastok, go ahead and start from San d'Oria. You can then later switch nations (for a nominal fee based on what place in Conquest that nation ranks that week), and still get your starter ring, but the benefits of doing so are minimal at best (you get a different main story, and access to different quests, but the overall character progression is relatively the same).

Alright I'll start in San d'Oria and just change my country later on to Bastok thanks for the response.
May I ask how exactly you change your country?

If you want to be from Bastok, just be from Bastok. The starting ring isn't going to make or break your FFXI career. It's handy in the earlier levels, sure, but certainly not essential.

And if you really want it, you can get a nation ring later via Conquest Points. But again - really not necessary.
