I can't move at all! i'm using a laptop keyboard and even while holding the function key, the numeric pad won't work.

I'm trying to get to the local settings to change it, but it keeps saying "command error occurred." Any ideas?

Did you try the Config menu on the page two of the Main Menu?

Config > Miscellaneous

Switch to keyboard type to Compact or something.
