need regristration card for 2nd chocobo

I am currently raising my 2nd chocobo. He has turned old enough to be able to ride but I can't get a vcs regristration card for him.I am able to get a chocobo card but not the regristration card. Do I have to talk to the npc at the Sandy stables or is there another way to get the regristration card so that I can ride him.

Lastly, can you have 2 chocobo's regristered for the races at the same time?
