what is the difference between job ability and quality?

ive looked a couple places and i heard that qualities are automatic but what is the difference between the thieves ability gil steal at lv. 35 and their quality steal gil at lv. 5? thx

Job quality is a passive skill. Therefore, it will do it automatically without you doing anything. Job ability is something you actually have to activate. With job abilities, there is usually a latency period in between using them. For a Warrior, there is a 30 second latency period for taunt. This means that it can be used only every 30 seconds.
