blue magic skill question

exactly what does blue magic skill do?

ive been told it only affects blue magic that has magical damage and does nothing for physical spells o.O so im wondering exactly what it does since body does ahve blue magic skill+15 .

1) It serves as the "Attack" portion of the damage calculations for physical spells (i.e. it's what's compared to the mob's Defense.)
2) It determines your "DMG" for physical spells.
3) It acts as Magic Accuracy on additional effects and magic spells.
