I don't know if anyone else has experienced this problem, but I haven't come up with any answers searching the net.. so I'll post it here..
I'm at lvl 20 WHM, and trying for my chocobo license now, and from what Ive read up on about the quest, it's basically just a matter of feeding 4 peices of grass to a chocobo in the Jeuno stables. Once I talk to Brutus and release the one chocobo, I'm supposed to talk to Osker who will explain that chocobos need to be offered grass repeatedly to get to know you. Then, I'll need to offer the grass to the chocobo by Osker. It will squeal and reject the grass for the first couple days or so that I offer it. Should be pretty simple, if time consuming...
The problem I'm having is that although I've taken all of these steps, when I offer the grass, the chocobo doesn't squeal or respond at all. I don't get an error message saying that I can't trade with it at this time. And when I check my inventory, I've still got all of my grass. I'm not sure what I'm doing wrong. All I can think of is that I maybe don't meet some requirement [not sure what that might be since the only requirement I know of is that you have to be lvl 20] or maybe went through the steps out of sync [maybe wasn't supposed to let the chocobo loose until later...?]. But I'm just hoping that if anyone's had this same problem before, you can maybe help me figure it out. Thanks in advance. ^^

Letting the chocobo loose shouldn't have any effect on the liscense quest, but if it does you need to check the chocobo breeding quest, because that's a step in that quest rather than the liscense quest.

Oh ok, thanks. Then I'm completely not sure what I've done wrong... lol.

I had this problem because I accidentally started the Chocobo Egg quest before I was eligible for the Chocobo License quest. Sounds like you have done the same thing I did. As Dak said, releasing the chocobo is from the Chocobo Egg Quest ( Link to Quest Walkthrough (http://wiki.ffxiclopedia.org/Chocobo_on_the_Loose%21)). You won’t be able to start the license quest until you have completed the egg quest, at least that’s how it worked for me.

Oh thanks! I wasn't aware that you wouldn't be able to just come back to that one later... hopefully it won't be too much for me to get through it tonight so that i can start on the license quest tomorrow though.

I believe you may have triggered the other quest Brutus gives you... Chocobo on the Loose! (http://wiki.ffxiclopedia.org/Chocobo_on_the_Loose%21)
The one that you want for your Chocobo License is called Chocobo's Wounds. (http://wiki.ffxiclopedia.org/Chocobo%27s_Wounds)
Check your quest log and see what you have active.

Even though you've accidentally triggered "Chocobo on the Loose" keep trying to get the other quest from Brutus, too.
I remember some people said they kept talking to Brutus until they got the "Chocobo Wounds" quest. It's unfortunate that SE made it so easy for new players/characters to get the "wrong" quest first.

I keep talking to Brutus, but he's gone into repeat mode so I don't think I'm going to get anything else out of him until I complete the egg quest. I'll try again before heading out on that one though.

Chocobo on the Loose! (http://wiki.ffxiclopedia.org/Chocobo_on_the_Loose%21) isn't hard. The hardest part would be going to La Theine and look for the chocobo tracks, but as a lvl 20, you shouldn't have trouble.
Running through Battalia Downs and Jugner Forest are a different story though.

And you'll get a Chocobo Egg so you can start raising your own personal chocobo. ^^

It's an easy enough quest if you get somebody to Teleport-Holla you a couple of times ... you can just run to San D'Oria and death warp on a level 1 job.
As a side note, the FFXI wiki at http://wiki.ffxiclopedia.org/ lists Chocobo on the Loose! as a previous quest for Chocobo's Wounds, implying that you need to do the first before you can do the second...

I have a question about the Chocobo on the Loose quest..I hope thats ok. After you find the chocobo tracks and the chocobo is following you, can you use Warp to get back to Jeuno? Or will that cause the chocobo to dissappear?

You can warp, I think. Even though you don't SEE him, he's still following you.
Don't quote me on that though, I'm not too sure about it.
