this happened during early waxing crescent on the evening of feb. 1, 2007. Its the 5th elemental ore that I have pulled in my digging career, but the first one in over 2 months. luckily, I was recording a video when it happened.

Yup you can, and from my uber not so secret chocobo digging files:
There are hidden moon phases, In the American version there are 10
moon phases, in the Japanese version there are 12. One moon phase out
of the 12 is called 'Mikazuki' which is 7%-25% moon while getting
bigger (waxing). This is the moon window for elemental ores. The
elemental day is the type of ore you get, ex. firesday = fire ore,
etc. There must be a weather effect going on in the area for you to
dig elemental ores, you cannot dig elemental ores in Altepa or Kazham,
only in regular FFXI areas. Areas with a high weather rate include:
Buburimu Peninsula, Pahhow Marshlands, Jugner Forest. It is highly
recommended to have WHM to tele port level, and teleport to the 3 main
crags and dig where there's weather.
Rather rare though, congrats on digging one up ^^
