RoZ mission questions

What Rank will I have to be to start the RoZ missions. Where does mission 1 start and what lvl should I be to start doing the RoZ missions. Last question-is RoZ the missions which have to be finished before i can do "Sky" missions?

Need to have rank 6 in any nation then zone into norg to get Zilart Mission 1. Any lv is ok if you have friends who can help you but 65+ make it alot easier. Need to be on ZM13 to get sky, you get it in this mission.
