All Guilds are looking for Newbies, but you'll most likely start at Amateur, then Novice, and work your way up! It's easy to sign up for a Guild, just go to any guild that you like, and talk to the main Guild Worker and you can sign up for it.

If you are referring to a "Linkshell" or community of players, then there should be plenty. Some will pearl you in the main area of your starting town, others you have to wait until you hit jeuno. Also, look for "sackholders" with a sack icon on their /check screen.
Guilds in FFXI are for crafting.

Just look for someone with a LS (Linkshell) and respectfully ask them if they would help you get a LS. Or you can do this /sea all rdm pick a rdm and ask them if they would be willing to help a fellow rdm. Most of the time people are willing to help you get into a social LS.
Just be ready for the possibility that a couple of elitest to come back with rude statements about you being a nOOb, but like I said most of the time you can find someone that will help you out.

We pick up newbs all the time. Some newb linkshells are Newb-onry and watch out for the "My minions" style LSes where a single High-level or small consortium will go out and recruit newbs to use for their own nefarious purposes. Find a group of people you like, try not to be judgemental, and have fun.
I'll recommend against Newb-onry LS'es... They may be fun, but you won't have any muscle to do things easily and that will cause you to need large numbers of bodies to throw at various missions and quests. An LS with a variety of levels is very good for getting a lot of things accomplished and has significant informational resources available as well. Newb-onry LSes have a tendency to have very weak experiencial information. You might feel like a "small fish" for a while, but you won't be very small for long with the right group of people. Newb-onry is basically the blind leading the blind.
Beware high levels recruiting for newb-onry... I have a feeling that most of them do it for personal glory of being something like a "king" or "general". Their high-and-mighty attitude might become a bit annoying...
