Like most charged items, it can't be recharged. Once it's used up you need a new one.

Sometimes, used items like that can be desynthed. Thats the best you're gonna get. I don't see any listing for it, but if you know a leathercrafter 50+, send it to them and see if they can stick a lightning crystal to it. As it is, its only fit for tossing or NPCing.

I thought that you could recharge items by putting them on the AH and then buying them back. I think someone in game told me this, were they wrong?

That person is wrong. Once you've used at least one charge, you can no longer sell it on the auction house.
