Does anyone have information on where these are dropped or how they are synthesized?

I'm pretty sure I've seen a SS of it dropping with those +4 STR, +3% Haste pants on the BCNM on the boat.
from what ive read, its another shuriken nin wont use.

I have a friend who's pretty interested in Sange, but high level shuriken are such a pain to obtain.
Apparently these are dropped from any of the ISBC fights on the Ashu Talif, so all of Halshaob's quests. I have no idea what the drop rate is, but it had better be more than one per fight, since it would take four BCs to be able to Sange just once that way.

kinda of a useless shuriken now that i look at it...i oculd think of better items to put in that slot. I'm trying to find a recipe for it...if i don't it might be a drop from a NM or dynamis or BCNM like Nokizaru Shuriken...
its not that any shurikens are bad. in fact, they have great dmg ratings for their lvl and have a really low delay. the problem is that, for any of the ones other than the first shuriken, they cost a lot to make and arent really profitable. The high lvl ones are only stackable to 12 or is rare.
the fact that they are a pain to obtain/make makes it just not worthwhile to use.
i also thought about using it with sange, but really.... if its gonna be some rare drop that only stacks to 12..... whats the use? you spend a few hrs collecting them and to use it all in 2 seconds? meh.

The level 28 Juji shuriken aren't too expensive, but it's pretty rough from there on out.
For high levels there are pretty much 3 options.
Fuma Shuriken - Best craftable shuriken
level 60
72 damage
Obtained by knowing a high level blacksmith with goldsmithing sub, since nobody every makes them to sell, and paying him ~60k per synth by Lakshmi prices for 3 shuriken. Only stacks to 12.
Nokizaru Shuriken - Arguably the best shuriken
level 73
85 damage, Ranged Accuracy +18, Enmity +2
Obtained only as a drop from KSNM99s. If your LS was really gung-ho about KSNM99s I suppose it's vaguely possible you might see four of these in a month, assuming you got really lucky and were the only ninja in the ls and had them all passed to you. Stacks to *drumroll* ONE! It's frickin rare so you can only ever have one of them at a time.
Koga Shuriken - New shuriken
level 75
88 damage, Ranged Attack +10
Obtained by ISBC fights on the Ashu Talif. Higher damage and way more reasonable to obtain than Nokizaru, way higher damage than Fuma, and stacks to 99. In comparison, leaps and bounds more functional than the other two, yet still a total pain to obtain in sangable quantities. It really just comes down tothe fact that they are a pain to obtain/make makes it just not worthwhile to use.

Personally if I were him I'd buy the San level nukes. I haven't heard anything about how good they are, but I've heard the Ni nukes are pretty awesome in the 40-60 range with or without /blm and staves, so tier 3 ninjutsu seem promising. And y'know ... those animations have to be sweet. ^^ Rather a shame you can only put one point in each at this point if you want the whole wheel, but I guess you could put some points in group 1 merits for a similar if weaker effect ..

Its a nice way to add DoT, an thus causing it to be an easier way to keep hate. Thus why we refer to it as the ele wheel. weaken a mob to earth then chuck an earth base ninjitsu at the mob. usually you can do 15-60 a spell, an burst for 100 -110.
Its lame in my eyes that S.E would give a job such a high rating in a skill, yet really give nothing to aid in it. Like its been stated, the amount of throwing items we have is sad. An the fact the end game kind are a big waste of time an money to ever chuck. Sure we have the return throwing items, but the damage an delay just make it another waste.
There is also Manji Shuriken. lv. 48 and is craftable too but again, very expensive synth.

You can buy them if you want, ~3.6k a pop.
I totally agree with what little_ninja said about giving ninja a skill but nothing useful to use it with. Of course theres going to be those that say, well 'the items are there its just whether or not you want to use it' or 'if they gave nin shurikens for cheap it would unbalance them even more' etc etc. But really, how many times can you buy a 75k stack of ammo and not get a little urked by it? As a rng, paying 20k for a stack of ammo is teeth cringing as it is.
Nin has A- in throwing but are pigeon holed to use returnable items which have very poor dmg rating or fear having to expend more gil then they already currently are with other ninjutsu tools.
Bring nin out of the tanking arena as everyone so wants to see and give them some nifty (easily and readily attainable) tools to throw and possibly throwing ws! then we might see the ninja everyone says se intended it to be.
Kinda like Fuma Shuriken in previous FF. Rediculously expensive. But the damage it dealt were so worth the money. And you don't have to worry about missing it either ._. If shurikens are made that way in FFXI, man....

Heres what bugged me about it. We have an A throwing. With very little items worth the money to throw. An the low lvl ones are just as costly, yeah we can buy them from an npc, But most times then not the npc is always sold out, 99% of the time its to someone camping it to sell on the A.H. So in the end we can choose between how many shurikens 5? 3 of which is just a total waste of cash for 12 throws. or you can buy 2 stacks of low lvl shuriken, but near endgame you not pumping out the damage from them.
What strikes me as odd is nin also have a "C" in marksmenship. Yet we can only use a few guns, an a couple bullets.
Anyways its hard to say what nin merits to use. i thought about using the tool expertise one, but its gotten to the point where powder costs really dont bother me. Theres really no decent throwing items that are cost effective to use the other one. The san line doesnt seem worth it to me. with merits to ninjitsu, as well as skill capped. then add in stuff that ups the skill lvl. if im not doing max damage, or getting max result out of my spells. i dont think i ever will.

SE was saying they want to increase the roles a NIN can perform in a party setting in the last developer's blog...
I *really* hope they intend to make shuriken easier to obtain and give some more options for DD instead of always tanking. NIN are great tanks, but that's just not my style.
