Yes, you'll need the Final Fantasy XI + Rise of the Zilart HDD Pack for PS2 if you want to play Chains of Promathia and Treasures of Aht Urhgan.
The PS2 version of the game is no longer shipped to stores. It's still in print, but you'll probably only find it online.
Your best bet is probably the official PlayOnline website. I actually think that's the only major place you'll find the original Game + HDD pack. Here's the link. (http://www.playonline.com/ff11us/intro/shop.html) For some reason they haven't dropped the price of the set, even though it was dropped multipled times in stores. If you want, check your local EBgames, Gamestop or other gaming specialty stores to see if they have any copies left. You might get lucky.
Edit: Turns out that even Square Enix no longer sells the PS2 version of the game on their website. My apologies.
I wouldn't recommend eBay, since you'll usually require a NEW copy of the game/HDD to create an account.
If you have any more questions, feel free to PM me. :)
I got the impression you didn't quite understand what the original game was called so here it is, just in case.
The original game is called "FFXI Online"
The 1st expansion pack is "Rise Of The Zilart"
The 2nd expansion pack is "Chains Of Promathia"
The 3rd expansion is "Treasures of Ahrt Urghan"

Good luck finding the PS2 HDD pack that comes with Final Fantasy XI. Since the new, slim-line version of the PS2 doesn't support the HDD, stores have shyed away from selling it.

I would just look around video game stores or major retail chains for the set. I still see a stray one for sale quite often.

ebay is your friend
once again... I would only recommend EBay if the product is verified as new since you need the reg codes to create an account.

I really don't know about that, if you are gonna buy the PS2 version with all the expansions you'll end up paying around $2000-$2500 pesos with import taxes and shipment.
The PC version is far better, so if you have a computer you should try to get that one instead, I suggest downloading the FF-Benchmark (http://www.playonline.com/ff11us/download/media/benchmark01.html?pageID=media) and see if your computer can run the game.
Getting the Vana'diel collection and upgrading to a better videocard (if you need to) would be cheaper than importing the PS2 version of the game. This game is kinda old so most computers can run it, most of the times the only upgrade required is a graphics card that supports Hardware T&L.

The Rise of Zilart should already come with your copy of FFXI. IIRC all the PS2 versions of it came with it. If your looking for the PS2 versions of the expansions IE CoP and ToAU you can try at Amazon.com.
