I'll try to keep this short, but below is improvements to the game I want to see happen:
Consumable fish bait stackable to 99
Pet food stackable to 99
Pebbles stackable to 99 (if most of the other ammo stacks to 99, why can't they just stack pebbles to 99)
Another means of getting movalpolis water as nobody ever controls that region you can't get it from regional vendor.
Mobs being fished out of ponds in Labyrinth of Onzozo.
Make it even harder to purchase goods from NPCs in ToAU areas if Al Zahbi doesn't have the AC

Yep, OP is very pragmatic. A little imagination can make these suggestions into questions, though.
BTW, I didn't see a single insult to SE, either.
Translation of OP:
Subject: Can you make more items stackable to 99?
1) Can you make consumable fish bait stackable to 99?
2) Can you make pet food stackable to 99?
3) Can you make pebbles stackable to 99?
Subject: Can you make alternative NPC's to regional vendors for regions that are normally under beastman control?
4) Can you give us another means of getting movalpolis water, since that region is usually under beastman control?
Subject: ...?
5) Can you reduce/increase the frequency, or change the type, of mobs being fished out of ponds in Labyrinth of Onzozo? (sorry, i'm a newb, so i have no idea what OP is implying by original suggestion)
6) Can you make it even harder to purchase goods from NPCs in ToAU areas if Al Zahbi doesn't have the AC?

I'm at a loss as to what the OP means by "Mobs fished out of ponds in LoO" myself, and I've been playing this game for a long time.
A couple of things:
I thought we were supposed to limit the threads to one question per thread. You could probably consolidate the first three into one question as Bricklayer pointed out by asking about increasing the size of a stack of various items, such as the ones you listed.
As for the question about Movalpolis water, I imagine the suggestion SE would make would be to concentrate on helping your nation gain control of that area if the water is so important to you. They aren't obligated to ensure a Vendor for every item that you might want.
And I can't think of any reason that you'd want to make items harder to purchase if the AC is missing, unless you're just intending that as a way to get people more interested in getting the AC back faster or something.
All in all, not bad ideas, but you should probably expand on them a bit, and consolidate a little more.

Onzozo is full of gilsellers bot-fishing. Making it so monsters could be caught there would make it so they'd fish up the monsters and die. I was under the impression there were already monsters that could be fished up in onzozo though.
Semi-off-topic and fairly pointless, since I don't expect an actual answer or I would have made my own topic about it:
SE, would it kill you to make parade gorget obtainable? Drop us a hint or something. It's driving the community insane (http://www.theorderls.com/phpBB2/viewtopic.php?t=10588&start=0).

If the Parade Gorget was obtainable, then BG couldn't have a Parade Gorget thread anymore, and then darkness would rise up and chaos would rule the earth.
Or something.

if they added fishable monsters out of lakes and rivers in areas outside of the three starting cities, they could had added crabs/pugils/krakens to fish out of those small ponds scattered throughout labyrinth of onzozo. if you go down there right now, there is always 1-3 bots down there with level 1 jobs fishing for coral fragments with zero percent chance of fishing out mobs. every other outside zone and dungeon (with exception of zerhum) there is always a chance of pulling out a mob.
the movalpolis water could be something as simple as fishing it out of a lake in oldton to a goblin in that area dropping it. I'm surprise that goblins there don't drop it, considering that the regional vendor sells it very cheap. (the other items the regional vendor sells, there are other means in obtaining them.)
Well you do get fewer options to purchase items in ToAU zone when beastmen have the AC already. Certain vendors sell fewer items around Al Zahbi and Aht Urgan Whitegate, and you can only use the warp taru service once per game day. If Al Zahbi loses the astral candy, everyone needs to suffer, and perhaps price hikes of consuambles or other services could be in store. (For example in Kazham, if you're on opo-opo crown quest certain npcs give you that awful attitude.)
I've been leveling BST lately and I'm getting sick of having to devote 4-6 inventory slots to pet food. I don't want to comment about the slots that will be devoted to jug pets when I get that far. Those items eat inventory up like crazy, and stacking them to 99 will help out considerably.
Consumable fish bait also need to stack to 99 as well. It would free 8-9 inventory slots for hardcore fishermen that could be used more wisely in catching valuable fish.
