Personally, i think everybody has thought about this once in awhile, but have you ever been walking around vanadiel and seen someone that is the same race as you, but has that different hairstyle that after making you character you realize you really want? Well, that happened to me, I want to know if there is a possibility of making a feature available to change your hairstyle.
People in real life change their hairstyle everyday, so why can't vanadiel players do the same if they feel the urge to? This might also give a new opportunity to add in new hairstyles for all the Races if the development team had such in mind. My idea to implement it is to make either a quest or pay an npc a certain amount of gil to have it done. No size changes, no race changes, just hair and color. It would be so much easier for me to do that, then to have to make a brand new character and go back to square one.
heh, i thought about that, making a hair salon like place, pay gil, different hair O_o but i have the hair i want, so im fine XD

Each character has a dif face which would mean having to remake every hairstyle for every face. Would be cool tho to change your hair every week :D Could always just .dat it..

They just seriously need to let us change our characters' look at least ONCE. I want a complete rehaul... different race, face, gender. If enough people demand this, they HAVE to give it to us. I am sure everybody wants this.

Was it at E3 2004 they took this question? I can't remember.
The basic gist is that while SE supports the the PS2, you're not going to see any new hairstyles, custom armor, or any thing that would individualize your character because they feel it would overwhelm the PS2's capacity to render all the different characters.
I wish I had development experience on the PS2 though, because anytime they don't do something, they use the PS2 as their scapegoat, and I'm finding it hard to swallow. At first blush, allowing something like custom hair colors doesn't seem any more taxing that allowing custom linkshell colors.

I'm certainly no expert on developing online games, but I thought the issue with character customization was more a limitation on the information that needs to get sent.
With 8 gender/race types, the server only needs to send 3 bits of information (binary => 0 to 7) for each character that's in the rendering vicinity of your character. And that's only the gender/race! Then there are hairstyles (8 choices I think for each) and clothing. Think of how many people are around you in crowded areas.
If customization were allowed, the amount of information needing to be sent could exceed a 56k connection (and possibly the PS2's ability to accept incoming data).
Just my thoughts on it.

I want a character with long hair, not some half-assed excuse for a ponytail. I made the mistake of thinking that my character would look the way they do in the character creation screen. D:
SE could totally do this and they know it, they're just lazy.
