There are almost always people leveling lower level jobs. Since the release of the latest expansion at the end of April I have leveled MNK and WAR to 18 then WHM and DRK to 37 and never had problems finding parties.
New people are placed pretty randomly on servers so I doubt one server would be any easier then another for leveling your first job and subjob, on the other hand I also doubt there is one server that has 'loads' of new people either. On Kujata there is usually between 60-80 people between levels 10 and 20 in EXP parties.

ah! you didn't say that in the initial post. ^^;
well, there are probably loads of new people on the big servers as well.
think of it this way, if you're new and "hear" that some server is "good" to join, then wouldn't it be likely other new people hear the same thing? thus they will all be clamoring to join said "good" server.

Theres plenty of new people on middy, Not to mention the RMT... Anyways, lotsa people like to lvl their subs, or just new jobs, so you will usually have plenty of people to level with.
Oh, and all the servers are loaded with high lvl people...
