Would it be possible to use the 360's reg code and pol ID (if it is seperate from the live acct) to register through a PC PlayOnline install? My 360 is out for repair and my patience is wearing thin.

Registration codes are only locked to region, not platform. As long as the client running on your PC is from the same region as the one on your Xbox, you can use the codes.

Yeah, but for what reason would you need to use the XBox 360 Registration codes on a PC version? Only reason I can see is if the PC version was obtained illegaly and didn't have it's own Reg. Code.
If you mean using your XBox 360 account on the PC, then yes you can use your same account and access the same characters across any of the platforms. Just install the software and login using the account info.
If just to use the same account they are not even region specific in that matter, so an account you created on US version you can use on an EN version (This is the already create POL account not the reg. code to create a new account). If you already have an existing account on the game during install there should be an option to access an already registered account which you won't need the Reg. Code at all then.

Just to play the devil's advocate, one possible situation would be having previously purchased and registered the PC version, then completely cancelled both content IDs and POL account for long enough that new reg. codes are needed. I don't know the conditions for the whole return to Vana'diel thing, but I'm sure there are conditions where it's not possible.
But really, it's probably a case of having the PC version but not ToAU or something and wanting to borrow the ToAU install disc from someone else.

If you already have an active account through your 360 copy, you can just log in with it after you install on PC. No additional registration required.

Yeah, but he said his 360 is out for repair. This is a very unlikely sequence of events, and I'm sure it's not what's actually happening, but here is a possible scenario:
1) Buy PC version Back In The Day, register FFXI and RoZ
2) Quit, and cancel POL account
3) Lots of time passes, account is no longer valid, and can't do Return to Vana'diel (or just don't want to, want a fresh start)
4) Buy XBox 360 and FFXI for it
5) Discover XBox 360 is broken and send it off for repair
6) Buy CoP and ToAU for PC, since original install CDs are still in possession
7) Install PC version with all expansions
In that situation, he'd need to register FFXI and RoZ with the 360 reg. codes.
Like I said, I doubt that's the case. But you asked for a legal situation in which it would be necessary, and that is one. ^^;
