well since back and ammo slot dont have .DATS, the only way to do it would be to replace another body part .dat for the cape and quiver

these have both been discussed quite a bit...not saying dont bring up old topics because I for one would LOVE to see real fluidly moving capes similar to how Hyades did sephiroth's trenchcoat, and the quivers have been attempted and I THINK didnt come out too horrible... and also... I could make a pretty good cape if anyone would like to just detatch a piece for me and reattatch the piece to the shoulders... other than that Ive released a few but all are only from the waist down since thats where most of the pieces are attatched...and with that being said....HYADES!!!! we want an animated cape :P just in case hes reading lol
my latest mod had a semi-flowing cape(not one that was just stretched in meta), but my pc took a dump and had to be wiped......
i knew it was going to happen so i backed up a few things earlier, but i forgot my mod folder....lol
so i will have to start over on it....

Well, it *can't* be done by connecting models to back equipment... the system isn't designed to show models for that slot. So it's not even a question of "can we find a way"... the answer is no.
The only thing you can do is add capes to existing body armors, or replace a type of equipable armor with a cape model (say, the head slot, for example). Then you'd also need a skeleton that has cape-like motions, and probably the only ones like that are Cornelia and King Destin NPCs.
Sounds like a LOT of work for something marginally rewarding. But, maybe someone's up for the challenge anyway! To that person, b ^^ d

Is it possible to make something that looks vaguely like a cape? Yes. Is it possible to make it look good? ...not really. There simply aren't enough skeleton anchors in that region to make it animate well, and if I can't do something well, then I won't do it at all.

Actually, anchoring half the weight to a SkelPoint in the middle region and the other half to a high or low point should give a sort of flowing movement when the character makes movement. By setting the middle point to a lower skeletal weight than the higher/lower one, you'll be setting a slight pull into the middle of the model with a high rate of extrusion from the high/low points.
Just a matter of playing around with it long enough to find the best combination of SP's and weight fractions.
