That could be why he was booted. Though it is surprising that one could get aboard the ship without the items to begin with.

ok im at the dock now. the NPC really says the ship to Al Zahbi will arrive in 5 minutes.

Did you do a quest to get on the ferry from Mhaura?

no it just lets you get on

the ferry actually looks just like the one going to selbina. Arrives at the same dock the same way. So, everyone can walk onto it.
The quest maybe require to actually zone into the next area, but I don't know yet.
