OK here it goes.
If i get SMN, train it up to around lv 15
Then Subjob it, and use RDM as main, will i still be able to Summon?, Also if i do SMN quests will i be able to gain the summons i fight?

yes, but the summons will be incredibly weak

To expand on this, the summons are capped at the same level of your subjob, so any attacks or offensive abilities they have will most likely bounce like rubber off of anything near your level.
Basically the only summoned avatar that's of any real use when subbed is Garuda, for Aerial Armor, since that ability is defensive and doesn't depend on the power level of the avatar.

Basically, when you're level 30 your summoning skill will still be that of a level 15 character, since you'll be 30rdm/15smn. I see you're level 9 now. Imagine going down to Valkurm Dunes and fighting goblins there right now. Your summons will be even less effective than that.
If your profile is right, you've got a while yet to worry about that though. Summoner can't be unlocked as a job until level 30. You won't be able to get most avatars until you're in your 60s unless you leech the fight off someone. There's the alternative of doing a mini-avatar fight at level 20 smn, but to do that you'd have to level smn to 20 with just Carby.
in exp session, rdm with smn sub is not particularly useful. the spells and abilities we gain from /whm or /blm or even /brd are far more helpful to the group.
there maybe some situations that Rdm can benefit from /smn.
It's not going be common. And I'm sure by the time you reach that point in game you'll have a very good idea of what /smn has to offer already.
