I'm looking at a used PS2 HDD with FFXI installed from eBay. The guy selling it used the HDD to play FFXI. Now is the serial #'s locked to his account and am I wasting my time. Can I not just start a new account or is the account he had tied to the serial #'s?

sorry, but the serial numbers are tied to his account. you won't be able to do jack with the used HDD unless you have your own account already (in which case you just log in with your own account).

I wouldn't advise buying a used copy of FFXI for pc or ps2. The only way that I would do it is if it was a friend or family member selling it. People can say that the account is valid and give you all the info but it doesn't mean it will be.
btw
the HDD only works on the original PS2 it was first registered on, i got my HDD used, so i know first hand.
luckly, the guy was willing to trade his near new 50000 system for my old and crappy 30000 system that i got for free
