reactivating account

ok im starting my game back up but tells me i have been inactive so i need to reactivate my account. well i figure out what card i used and everything got my old play online id and pw. enter it all in and now im getting a card declined error and a for your security it cant be processed. when i pull this months credit statement i even have a payment on there that says.
