go to bastok markets, windurst woods, or south sandoria and talk to the moogle. youll get some stats revealed to you:

chat frequency (number of times you said something)
convo's with NPC's
parties joined
alliances joined
battles fought
number of deaths
enemies defeated
GM calls made

then the moogle will tell you to talk to 3 npcs
sandy: the man famous for evaluating party structure
bastok: the one rose among the musketeers
windy: the female tarutaru with the brutal reputation

then go talk to the original moogle. one of the rewards is outpost warp ring (30 charges, once per day, enchantment: outpost teleport)

Edited, as I found the answer. It doesn't seem that the rings warp you to an outpost from any point in Vana'diel. It just serves as a local warp to the outpost of a region your nation controls, so it's just a way of getting to a certain area or your home nation quickly.

I doubt I'll work for that Homing Ring then, 10 uses is enough for me, hell I doubt I'll ever use this one. :P

Who do you talk to in Windy? I can't figure that out, Sandy and Lastok were easy...but I think I'm missing something on the windurst person.

Dr. Shanto comes to mind. Other then that I never spent enough time in windy to learn about the npcs (I hate that city).

The one I cant figure out is the bastok one. I'm guessing it's the lady you talk to to get the Out of the Depths and Return to the Depths quest (cant remember her name).

Ayume was Bastok's, you're right on Windurst, I just went around and talked to every female taru NPC I could find and finally gave up and asked a friend who said that's prolly would it was. Great part, was I was heading in to see Shanttoto (or whatever her name is >.>) right as my friend msged me back with the answer anyways.
